Helpless to stop sexual harassment

I was in the resource center a few minutes ago.  A male client of the resource center decided to sit near me and cough loudly and incessantly.  Knowing that there was nothing that I could do to stop him, I left the resource center and went to my room at the unit.  

That's what it means to be harassed.  It means either accepting abuse, or arguing futilely about it at high risk of being treated even worse because of your objections, or being driven out of places where you have the right to be.
