"Voluntary" psychiatric services

This is what I'm being told that I have to sign up for, to be able to stay at the unit at Quincy Mental Health Center until I get permanent housing, and not have to go back to the homeless shelter in the record-setting snow and cold:





I have gotten no other "program" since I got to the unit in December.  I was told before I got here that I'd get a Department of Mental Health case manager, which I agreed to have, and haven't been given.  Before I got to the unit, nobody said anything about voluntary services that aren't really voluntary and that involve a group of people getting into your business and telling you what to do.

Realizing that I probably couldn't successfully fight the system and watching the snow pile up outside my window week after week, I agreed to sign up for a team service.  There is a less invasive term service, which has another name; I said I'd do that one, but it doesn't seem that I'm being given the option of doing that one.

This list of patient rights was included with the information that I got about P.A.C.T.:




The first right on the list is this one:



Is it courteous to cough at someone to imply that the person smells, and then lie and say "People can't help coughing?"  Is it respectful to allow patients to treat other patients that way, and then scream at the patients who ask for help with getting the harassment to stop?  Do those things create a dignified situation?

This is the next right listed:



Is it care of high quality to treat someone like she's crazy when you know that she isn't, and to allow her to be emotionally abused?
