Everything other than "A" is the right answer.
Even when there is physical evidence available right after an attack, that's no guarantee that justice will be served. Thousands of rape kits are not processed every year.
As for police not finding "substantive evidence" for the allegations against the fraternity; have you ever heard of the "Lying Bitches Unit"?
