Male coughing outside my room

For hours this morning; it hasn't happened continuously, but both outside my window and my door, every hour.

One of the male patients seems to cough every time that he's in the hallway outside my room.  He never says a word to me; all he does is grunt.  If I ask him how he is, trying to be civilized, he'll mutter a one-syllable response.  Everything else he says is prehistoric.

He just did it again, while someone else was coughing outside my window.

The person outside my room seems to be in the final throes of tuberculosis.  

What if one of the male patients on this unit decides that, since the assistant director and nurse manager have put no restrictions on the harassment of me, there might also be no consequences to attacking me?
